This publication is the product of the Technical Cooperation Agreement signed between the Institute for Mobility and Social Development (IMDS) and the Government of the State of Mato Grosso do Sul, with the objective of proposing protocols for diagnosis, planning and monitoring of strategic actions of the State Government.

The report “The effects of the implementation of a large pulp industrial plant in small municipalities” aims to expand knowledge about the economic and social impacts generated by the installation of pulp and paper industrial plants in the state, in order to support decision-making in relation to policies and programs that may be affected by these projects and by others of similar size that may be implemented in the future.

The publication consists of five sections, which range from the recent socioeconomic context and comparisons with similar cases to the identification of the impacts of the installation of the factory in its different phases. One of the central points was the development of the Map of Potential Effects and the proposal of a monitoring system based on the selection of a set of indicators. Finally, the report also suggests the deepening of future studies that can support the formulation of additional policies to address the challenges identified and strengthen the management capacity of municipalities impacted by the pulp industry.
