Monitoring and Evaluation of the Implementation of the Student Trajectory Protection Policy (RS)
The project developed in partnership with Rio Grande do Sul aims to strengthen the management of the policy through the structured use of evidence. Initially, the construction of the Theory of Change is carried out, which systematizes the causal logic of the policy by explaining input, activities, products, results and expected impact, as well as the main premises and risks associated with its implementation. From this analytical base, the Monitoring Plan is prepared, an instrument that organizes the monitoring of the policy in a systematic and continuous way, through the definition of evaluative questions, indicators and data collection strategies.
Subsequently, the project provides a follow-up of the first round of monitoring, with the objective of supporting the practical application of the plan and subsidizing any adjustments in policy implementation. Finally, the Evaluation Plan is developed, which guides the definition of the type and method of evaluation most appropriate to the design of the policy, contributing to qualify analysis of results and support decision-making over time.
