Income Transfer Programs and Socioeconomic Impacts of Natural Disasters
In situations of natural disasters, such as floods or severe droughts, the most economically vulnerable population often uses migration as a strategy to cope with the risks. On the other hand, studies on conditional cash transfer programs tend to look at the impacts from an investment perspective.
In this study, we will seek to evaluate how an income transfer program, Bolsa Família, can work as insurance against this type of risk. In other words, we will investigate whether being a beneficiary of the program changes the migration decisions in the face of disaster for those who receive the transfer, when compared to those who do not. Also, and as far as possible, we will seek to understand whether this benefits or harms these groups in terms of medium to long-term socioeconomic results.
