To guarantee social mobility, more than income transfer programs are needed.

There is an important chapter that opens in the agenda of proposals for a country that suffers from increasing poverty and growing social inequality. Underlying the problem of the increasingly visible poverty and misery, are the two crucial themes of generation of opportunities and greater social mobility. In parallel with cash transfer programs, there is much to be done – and in a structural way.

In this field, we must start by understanding where we are and by looking for evidence that will allow us to act on effective public policies that escape both populism and abuse of evidence.
