Government of São Paulo launches program that aims to lift 35 thousand families out of poverty in 2 years
For economist Paulo Tafner, president of the Institute for Mobility and Social Development (IMDS), while income transfer programs have a strong appeal, they do not necessarily create conditions for individuals to get out of poverty through productive inclusion.
“The gain is not only the individual having work and income, but their insertion in a broader concept of citizenship”, he evaluates. Another positive point for him is the decentralized nature of the program, carried out with the municipalities, which know the local vulnerable population better. “It is something that, if it is continued, by one or two governments, can greatly change the profile of vulnerability in the state. Scaled up throughout Brazil, and combined with Bolsa Família, it can generate an important change.”
