The delay in making pension reforms will still weigh for many years to come. A huge liability is coming in just now, says economist Paulo Tafner, who worked to change pension laws.
The gap in the Union with Social Security of civilians and military is already close to R$ 95 billion per year. In the states, it exceeds R$ 110 billion.
“In practice, personnel spending is a combination of working and retired servants, and if you look at them, you’ll see that in many states spending on the retired already exceeds spending on those active,” Tafner says.
