Has the time come for a new Constituent Assembly?

Data from the IMDS Mobility Atlas show that 2/3 of the children and young people who belonged to the poorest families in Brazil in the 1980s were still poor twenty years later. Only 10.8% of them were among the richest 25%, and less than 2% had completed higher education.
