A study by the Institute for Mobility and Social Development showed that an important portion of the people who were included in the program managed to get out of poverty. Of the beneficiaries who were in the group in 2005, 64.1% left the situation of vulnerability in 2019, but 20.4% still remained dependent on transfers. The rest was included in the Single Registry, but outside the program. “We always said that the program was good, but we needed to put more money into it. And they did, but as a social policy it is not appropriate to have a floor per family. The ideal is to have a per capita value [to suit the size of the family],” says Osório.
