How governments can improve the impact of policies on citizens

IMDS's work focuses on the elaboration of public policies based on data and evidence; new content will soon be released

    In its proposal for action, the Institute for Mobility and Social Development (IMDS) plans to work with governments in the search for projects with a lasting impact on the well-being of citizens, particularly through public policies focused on social mobility. If the possibilities of how to carry out the projects are many, what guides the institute is inflexible – the work must be guided by scientific rigor. In addition, the legacy should allow governments to replicate good practices and thematic knowledge to be expanded.

  Some examples of the possibilities of action of the institute, many of which have already been the subject of this Letter, are awards that foster the action of both governments, in initiatives based on evidence (Evidence Award), and of academia (BID-IMDS-SBE Award). In addition, partnerships with governments are crucial to feed the flow between public management and technical knowledge, expanding the culture of the use of evidence.

  In the “Letter from IMDS” of April 18, we tell you a little about this axis of action of the Institute, and how we have helped governments to implement evidence-based public policy protocols. In this process it is essential to clearly conceptualize the problem that is sought to be solved, that is, what is crucial is a stage of elaboration of the diagnosis - which must be based on data, indicators, and evidence - and that the target audience that one wishes to reach when defining programs and policies is well delineated. What's more, this initial picture must be systematically revisited, even when the policy or program is already underway.

    But how to carry out the diagnosis? There are cases where there is no information, and the task will certainly be very arduous. Most of the time the data is available, but not necessarily in the required format. They are pulverized, distributed in several bases, and scattered in several secretariats, departments, sectors, etc. This is a real obstacle to be overcome by managers and decision makers.

  With this in mind, the IMDS systematized data from various sources and created the IMDS – Elections 2022, in which state indicators, divided by thematic areas, are available for consultation. The intention is that government teams, the press and the general population can consult relevant content that helps them in the diagnosis and systematized knowledge of the statistics of each state.

    In addition to managers and decision-makers, citizens, legislators, and controllers can also know, monitor, and supervise the performance of governments. Students and researchers can make quick queries and use this information in their research and studies. The press itself can use the material as a source for consultation and verification of numbers, since the data are publicly and unrestrictedly available.

    The chances of use are as many as the user's creativity allows, just choose from the themes Business Environment, Social Assistance, Economic Activity, Income Distribution, Education, Fiscal, Housing, Labor Market, Health, Safety, and Social Mobility.

    IMDS – Elections 2022 is structured in sections. In the section State Panorama, it is possible to have an overview of a Unit of the Federation; in the section Historical series, to observe the evolution of indicators; in the section Comparison between the UFs, one can easily compare the indicators of the states.

  It is also possible to download the complete database and the documentation of the indicators, which explains the contents, describes the form of calculation, and indicates the sources of the data.

    This is not an isolated initiative. We invite our readers to continue following our work and to soon access IMDS – Elections 2024, with municipal indicators that will bring even more content with which to delve into social indicators.
